Detail Procedure
a. Dealer will take required documents for registration (as per rule 4 of CMVR, 1989) from the vehicle owner. b. Dealer will submit online form 20 (Application for Registration) to the concerned RA.
c. Vehicle Owner, the Dealer or the representative of the dealer authorized by the vehicle owner shall deposit all taxes/fee applicable in the O/o Rgistering Authority alongwith Form 20/Unique Number generated by the Dealer and subsequently a permanent registration marks will be allotted to the Vehicle. Dealer will charge the taxes as per MV Act 1988, and Haryana Motor Vehicles Taxation Act amended from time to time. Dealer will charge registration fee as per rule 81 of CMVR, 1989.
d. Vehicle owner to deposit requisite fee for affixation of HSRP with the concerned dealer.
e. Vehicle owner to submit receipt of fee/taxes paid for RC/HSRP alongwith allotted registration marks to the concerned dealer.
f. Dealer to complete the file work and the hard copy of the file be submitted to RA with in 2 working days positively through its authorized person whose complete details should be available in the O/o RA concerned. g. The dealer must ensure that “No vehicle will leave the premise of dealer without affixation of HSRP to the vehicle”. On allotment of permanent registration number from the VAHAN software the dealer will ensure that the HSRP fee is being paid to the HSRP Vendor. h. Dealer will upload the confirmation of affixation of HSRP in the software provided by the HSRP Vendor and it will sync with the NIC server VAHAN. i. Registration Certificate will be issued to dealer only after the above (h) is performed by the dealer. j. Dealers will also help in getting HSPRs affixed on old Vehicles which come to their premises for maintenance purposes. k. The State Government has approved the additional extra cost for facilitating the HSRP affixation at Dealer Point and the Dealer will pay the same to the vendor as per below. (i) Additional Amount For Two and Three Wheelers Rs. 100/- (ii) Additional Amount For Four Wheeler (Non Transport) Rs. 250/- (iii) Additional Amount For Four Wheeler (Transport) Rs. 300/-
1. Process required to be followed by the RA:-
a. RA to ensure that the registration fee/taxes deposited by the dealer or representative authorised by the dealer in the O/o RA along with Form-20 and other documents are in order and fee is submitted as per Haryana Motor Vehicles Taxation Act amended from time to time. b. RA to process the file and after completing all the formalities will issue a permanent registration marks to the vehicle. Vahan Software will automatically generate the Registration number on the cash receipt generated from the software. c. RA to deliver the Registration certificate to the vehicle dealer or its authorized person for issuance to the vehicle owner. d. RA to submit list of authorized persons by the various dealers to the headquarter for uploading the same on the official website of transport department. e. RA will send the monthly status report of HSRP to the office of Transport Commissioner, Haryana by 5th of every month.
2. Process required to be followed by the Concessionaire:-
a. The concessionaire will submit authority wise list of dealers/workshops in the office of the concerned RA and Transport Department, which will be authorized HSRP affixation centres for HSRP affixation so that the list can be uploaded on the website of the Transport Department, Haryana. b. The connessionaire shall affix the HSRP as per agreement dated 27.04.2012 at the premise of dealer/workshops in addition to RTA/RA Jurisdiction. c. HSRP Plate to be embossed as per the registration number provided by the Transport Department and the data will be shared online with the Transport Department. NIC will ensure to make provisions in the existing software so that laser code will be available to the enforcement agencies. d. The Concessionaire is authorized to charge the additional extra cost from the vehicle dealer/workshop in addition to HSRP fee (as approved by the Government):- (i) Additional Amount For Two and Three Wheelers Rs. 100/- (ii) Additional Amount For Four Wheeler (Non Transport) Rs. 250/- (iii) Additional Amount For Four Wheeler (Transport) Rs. 300/-
e. The HSRP Vendor will ensure that the HSRP is affixed and the details of HSRP affixation is uploaded and sync with the software provided by the Transport Department/NIC.

· Form 22 (Road Worthiness Certificate from Manufacturer) / Form 22-A (from Body Builder)
· Form 34 (in the case of vehicle subject to an agreement of hire purchase/ lease/ hypothecation)

· Letter from embassy on the local address

● Electoral Role / Voter ID
● Proof of legal presence in India in addition to proof of residence in case of foreigners (
● Electricity/ Telephone/ Water Charges Bill
● Certificate of registration in case of firm or company
● Certificate issued by Principal of educational institution in case of students residing in hostel
● Rent deed / Rent agreement
● Invoice showing the cost of vehicle (duplicate)
● Form No. 60 or PAN Card (2 attested copies)
● Customs clearance certificate (In case of imported vehicles)
● Self-affidavit certifying that the vehicle will not be used as transport vehicle (in case of agricultural tractors)
● NOC from Excise & taxation Department (In case vehicle has been purchased from any other state)
